How Monaco Got Rich

Monaco is the most famous tax haven on earth and half its income is a sales tax it doesn't even set. The casino everybody thinks pays for the place came to 2.5 percent of what the state took in last year. It got rich by selling 95 percent of its own territory and then giving up the right to tax anybody, and that second decision, made in 1869, has been the business ever since.
